Highland Meadow Nursery began in 1994 with a simple but bold idea: build a wholesale nursery strong enough to thrive through every market cycle – by doing things the right way.

Founded by Dan Staley after 25 years in the nursery industry, Highland Meadow was shaped by hard-earned experience across multiple companies. From day one, the focus was clear: disciplined production, uncompromising quality, and relationships built to last.

More than 30 years later, that vision has grown into a privately owned, 115-acre production nursery recognized for consistent quality, dependable service, and plants that perform in the field.

Located just 20 miles south of Portland, Oregon, we grow in the heart of the Willamette Valley – one of the most respected nursery climates in the world. This advantage, combined with continual evaluation of our growing practices, plant selection, and availability, allows us to deliver premium plants our customers can rely on year after year.

Dan Staley

Owner / Founder

When Dan Staley founded Highland Meadow Nursery in 1994, he envisioned a modest 40-acre operation. Today, that vision has grown into a 115-acre nursery employing more than 50 people and shipping trees, shrubs, and perennials nationwide.

Dan’s path to horticulture was unconventional. After early work in construction and garbage routes, he discovered his passion through Utah State University’s ornamental horticulture program. That experience led to decades in the nursery industry, where he learned every facet of the business before starting Highland Meadow.

More than a nursery, Dan built a community grounded in honesty, hard work, and creating value for customers and employees alike.

David Webber

David Webber

General Manager

David is a native Oregonian with deep agricultural roots, raised on a farm, and brings over 20 years of executive leadership to Highland Meadow Nursery. He combines hands-on industry knowledge with strategic insight to drive innovation and growth.

He holds an MBA from Washington State University, a business degree from Portland State University, a higher education teaching certificate from Harvard University, and an Executive Leadership certificate from Saïd Business School, University of Oxford.

David serves on the ODA Nursery Advisory Committee and the Oregon Invasive Species Council. He lives in Charbonneau with his wife, Andrea, and enjoys golf in his free time.

Julio Cesar Delgado Mendoza

Sales & Marketing Manager

Cesar joined Highland Meadow Nursery in 2004 and became a full time employee in 2008 after graduating from North Marion High School. He advanced from shipping and logistics into Shipping Supervisor, leading teams and managing outbound operations.

In 2022, Cesar transitioned into a customer facing role, bringing deep operational knowledge, strong communication skills, and a collaborative approach. He works closely with clients to ensure accuracy, responsiveness, and a high level of service.

Cesar is known for his reliability, problem solving mindset, and commitment to continuous improvement. He values teamwork and takes pride in contributing to a positive, efficient work environment while building long term relationships with coworkers and customers.

Elizabeth Martinez

Administration Manager

Elizabeth is an accomplished accounting, HR, and operations leader with more than 18 years of experience supporting organizations across agriculture, construction, and professional services. She brings a balanced approach that blends financial rigor, regulatory compliance, and people-centered leadership to ensure operational stability and long-term growth.

She holds a Master’s degree in Accounting & Financial Management from Keller Graduate School of Management and a Bachelor of Arts in Management & Organizational Leadership from George Fox University. Bilingual in English and Spanish, Elizabeth is known for her integrity, resilience, and collaborative leadership style.

Elizabeth lives in Beaverton, Oregon, and enjoys running, community involvement, and continuing education.

Brian Peterson

Production Manager

Brian Peterson serves as Production Manager at Highland Meadow Nursery, overseeing propagation, maintenance, and advanced growing practices across the operation. With more than 25 years of horticultural experience, he plays a key role in driving process improvements, strengthening quality standards, and optimizing plant health and production efficiency.

Brian holds a degree in Horticulture from the University of Minnesota–Crookston and is deeply committed to mentoring the next generation of industry professionals. Outside the nursery, he enjoys experimenting with specialty food crops in Oregon’s Willamette Valley.
